June, 14, 2007 the State Unitary Enterprise KBP Instrument Design Bureau, Tula, hosted the constituent assembly of the initiative group aimed at foundation of Tula local representation of All-Russian social institution named "Union of the Machine-builders of Russia".

Machine-building is justly considered to be one of the important strategic branches of domestic economy and its efficient development has always been paid primary attention by the government. Undoubtedly, machine-building should have a united solidary coalition, one force to protect common interests. The Constituent Assembly of All-Russian social institution "Union of the Machine-builders of Russia" was held April, 28, 2007 in Moscow. Sergey Chemezov, the head of Rosoboronexport, was elected the Chairman of the Union. At the same time, the Central Council, the Central Bureau and the Auditing Commission were elected. It should be noted that the institution is a union of citizens, hence any RF citizen, any natural person can be a member of the "Union of the Machine-builders of Russia".

The following persons participated in the meeting on June, 14: Yu.M. Agafonov – the Director General of JSC "TsNIISU", A.V. Blagoveshchensky – the Director of "Tula Centre of Standardization, Metrology and Certification", N.V. Vinyukov – the Director of "Kimovsk RadioElectroMechanical Plant", A.M. Guliayev – the Director of JSC "Shcheglovsky Val", M.Yu. Kamenev – the Director of "Avtomatika, LLC", D.V. Nefedov – the Chairman of the Board of Directors of the "Yasnogorsky Machine-building Plant", N.M. Pushkin – the Director General of JSC "TOZ", A.L. Rybas – the Director General of "KBP", V.V. Sigitov – the Director General of "TsKBA", A.A. Solovov – the President of JSC "TPZ", V.A. Savenkov – the Chairman of "Rosoboronexport" in Tula region, V.N. Filippov – the Director General of "Tulatochmash", A.V. Frolov – the Deputy Chairman of Social movement in support of Navy.

The participants discussed and approved the conclusions and decisions reached by the Constituents Assembly and unanimously voted for foundation of local Tula division of the Union. The elections into the Regional Council also took place and the following persons were elected: Yu.M. Agafonov, A.V. Blagoveshchensky, N.A. Makarovets, A.L. Rybas and V.N. Filippov. The participants of the assembly unanimously elected A.L. Rybas to become the Chairman of Tula regional office and N.V. Vinyukov was elected an auditor of the Tula office of the Union.

A new social institution – "Union of Machine-builders of Russia" – has been founded, its primary objectives being creation of competing, dynamic, diversified and innovative economy of Russia, lobbying and protection of interests of machine-building industry, facilitating growth of competing ability, production and etc. Now the primary objective is to make the organization real and effective.
