Scientific and Technical Council
The Scientific and Technical Council (STC)
of the KBP Instrument Design Bureau has been established in
compliance with order No 323 of 14 September 1984. STC was
constituted for the reason: of “The increasing complexity
of the under-development products, diversity of he attendant
problems, which require thorough and considered choice of
development trends for scientific and technical activity of
the Company, comprehensive way of analysis and estimation
of the research work at all stages of engineering, making
up and taking solutions aimed at the improvement of the Company
activity effectiveness in the settled areas. In 1984 A.G.
Shipunov, Dr.Sc. (Tech), Professor, has become the chairman
of STC, and G.G. Klimov has taken the scientific secretary
post.
Currently the plenum of STC comprises 40 members,
including 9 Doctors and 6 Candidates of Sciences. They are
chiefs of main research and design sections, manufacturing
departments. Nowadays STC is headed by A.L. Rybas, Designer
General Designer/Director of KBP, Dr.Sc. (Econ.), Cand.Sc.
(Tech).
STC fulfils its main functions in the following
way:
- it considers the development of new products
keeping control over the operation course;
- considers works nominated for governmental
prizes award;
- along with post-graduate team it prepares
post-graduate students and competitors, perform annual certification;
- analyzes and prepares reviews of theses forwarded
to KBP (between 70 and 100 reviews per year);
- considers theses of the KBP’s personnel
and competitors from other companies (preliminary presentation)
prior to submission to the Theses Council of KBP.
In September 2006 by initiative of A.L. Rybas,
Designer General /Director of KBP, one more crucial task was
added, that is consideration of annual plan of research and
development works, taking into consideration estimation of
finance support from the Company reserve and by the other
sources. This activity should be considered as the corner
stone in the development of budget for next year.
STC also prepares experts in science, including
Candidates and Doctors of Sciences. Currently the KBP staff
comprises 12 Dr Sc. and 55 Cand. Sc. (including those who
work in two TsNII of MoD of the RF, Tver). STC started its
working season 2007 on 25 January by the preliminary presentation
of two theses. They are the Dr.Sc. thesis of F.A. Maximov,
Group Leader of Department No 2, and Cand.Sc. thesis of N.S.
Mitrophanova, the engineer of the 1st category, Department
No 012. The preliminary presentation of theses has been successful,
both theses were recommended for final presentation for the
Theses Council of KBP.
On 27 February A.L.Rybas Designer General /Director
of KBP has approved the STC operating plan 2007. It stipulates
consideration of the following issues:
- preparation of highly experienced scientists;
- supervision of R&D works execution in
the settled areas as per schedule 2007;
- preliminary presentation of two additional
theses;
- consideration of R&D works plan 2008.
It should be noted that currently main part
of woks in all six areas is fulfilled at the company’s
expense (70%).
